I was wondering which craftworlds get the court of the young king's attacks with their avatar?

I'm sure that ulthwe shouldn't, since their young kings go on to join the seer council.  But what about the others?

I believe, by official fluff, only Biel-Tan has the Court of the Young King as a military unit.
