I read in one of the battle reports that a fomation of Swooping Hawks had garrison an objectives.
I know that only Rangers and War Walkers are allowed to garrison objectives.
What is the correct way to garrison objectives?

from the eldar rules i know. (they may have changed in a update i missed), ONLY war walkers and rangers may garrison. the swooping hawks should not have garrisoned in the reference you made.

I concur. In the Swordwind Eldar list, only Scouts and Warwalkers may garrison. No other unit types may do so. Perhaps this was an alternative Eldar force list used?

Er...  garrisoning happens before the game begins, when you deploy valid formations near objectives situated on your half of the table.  The garrison restriction is only applied during setup.

Are you talking about claiming/contesting objectives?  That's the only way it could happen in "Turn 3" and, yes, any Eldar formation may capture/contest an objective.

If only Rangers and War Walkers could claim objectives, the Eldar would have a very hard time winning any games!
