I am thinking of starting eldars. But I have always been on the receiving end of Eldar army and dont know anything how to play with them.

And because I have many many Epic armies I dont want to spend to unnecessary  units or throw away money for nothing. So I would be very thankfull if somebody could give me good all-around starting eldar army list and little ideas/tactics how to use it. So I could put my effort to buy, paint and model 3000 points of eldar and get to play with them instead of byuing tons of unnecessary models. (But I like Phantom and minium of one superheavy tank, but what else to get playable all-around list?)

And I want my eldars to be bright. And 80's. Bright horrible 80's colorschemes. Does anybody have any horribly 80' colorschemes for eldars? Iyanden could be good...

Yes by all means go with bright! :D

Here's an example of a 3K Swordwind list including the stuff you like (most people will probably advise you not to take a phantom at present in a 3K list I think, but if you like it I'd take it):

750 Phantom (possibly dropping to 700 depending how revision ends up).
200 Vampire (bombing or engages)
400 8 Shining Spears including Exarch and Autarch
350 8 Aspects including 2 Exarchs (pick and mix)
150 Guardians
150 Guardians
100 Rangers
300 Falcons, Firestorm
300 Falcons, Firestorm (or another Superheavy or jetbikes)
250 Storm Serpent
000 Avatar
050 Gate

That's made up of following packs:
1 Phantom
1 Vampire
1 Shining Spears pack
1-2 infantry box sets (I'd get two so you have options)
4 Falcons (or swap out two for another Super heavy tank or jetbikes)
1 Firestorms
1 Stormserpent
1 Avatar pack

Important thing is to build redundancy - so you have a couple of units that can summon Avatar, and several ways of getting your Aspects and Guardians where you need them (gate, vampire, storm serpent). Always take an Autarch is my primary rule...

Note final titan points and firestorm availability are in a bit of flux but whatever happens it shouldn't change your overall comp too much.

Eldar rules and Biel Tan lists are not the ones from Swordwind?

Where are current rules for eldars and army lists? Pulse has been changed, but where are all those changes?

Lots of questionmarks. :)

All the proposed Biel-Tan Eldar (the base Eldar army) can be found here:

If you wanted to do a bright Eldar army, I'd even suggest a Saim-Hann (RED!) scheme, using the Biel-Tan ruleset.
