Well another option is simply to remove the multi buy choice from every army list, as it is universally useless, and thus pointless.

I am in favor of multiple EoV changes, but this does not solve Scorpion/Cobra issue.

It just makes double Void Spinners and Storm Serpents more attractive.

If I may, here is a summary of the different issues discussed and my perception of the general sentiment:

Spirit Stones:
The vast majority is happy about the way things currently work, though the majority plays with EUK lists and the EUK spirit stone.

Perhaps the EUK spirit stone rule should be used in Net EA lists? The difference is very small, due to the cost.

Banshee Aspects:

Everyone admits that Banshees are currently shadowed by the other options of the lists.

EUK people seem to think that the CC 2+ change did not get banshees on the board.

Very few have reacted to the proposal of EA+1 first strike at the beginning of the thread. I still think this is a good proposal and would solve the problem.

Scouts:

The overwhelming majority is content with current rangers.

A majority seems to agree that War Walkers are fine as they are, though underused. Some think they are rubbish. Chroma has put the option of 4 at 150 +2 for 50 points in his lists. Perhaps this would help, if anything is necessary at all.

Jetbikes:

The majority likes the current jetbikes.

EoVs:

The overwhelming majority wants discounts for multiple EoVs. Consensus seems to go towards 450 for 2 and 550 for 3.

This does not solve the issue of the Scorpion, for which some like 3 shots MW 2+, others like 75 cm range, and some 3 shots MW3+ and 75 cm range.

The Cobra is also complained about by a majority, and 2 solutions are proposed 45 cm range on main cannon and full IC, or 3BP with current IC rule.

Phantom Pulsar:

Some would like to see the Titan Pulsar get a 3rd shot. The majority does not seem to care either way, as they wouldn't play the Phantom anyway over the Warlock.

Funny that when these changes topics come around they're never to decrease the effectiveness of something. For example, in the case of the Eldar, the Fire Dragon exarch is waaaaaaaay better than any other exarchs. Likewise, 25pts for an inspiring character who goes into a very good stand of troops and can be bought in mutiples is very cheap.

Eh, Jetbikes got nerfed going from 4+ to 5+ armour in both NetEA & EUK lists.

Also I think there was a call for charging for the Avatar recently by LordotMilk(?).

So there are some downgrade calls, and some do actually happen from time to time.
I can think of other examples in other lists too (Terminators went up in price, Deathstrikes lost "no LOF" and became Indirect, even Thunderbolts have gone up in price in NetEA Marine lists, etc.).

And I suggested possibly nerfing Rangers to be a minimum of 5 for 125.
Not a major change, but one that would reduce the number of these formations, and hence a slight impact on the army as a whole.

Reading the summary once more just reinforces, to my mind, how little actually needs to be looked at, based on the views expressed to date. Apart from the age old issue of the Howling Banshees, and the pricing of certain War Engines, I think that we could easily just say 'good job on previous rules development everyone', and call it a day :).

FD exarch MW is EUK only. Not NetEA.

Just a quick comment on Banshees. CC4+ and EA+1 may be "better" stats-wise, but goes against unit design principles. CC specialists should have better CC than others.

Did not Dark Eldar have units with "Engagement" armour save that was better during assaults. This could be a way to make Banshees more "durable". For all I know, it could be credited to their Banshee masks.
