A little of both.
Balance: Eldar can already hit quite hard at range, and don't really need a "heavy artillery" unit to play well, so it would just be more "candy" for the list.
Flavour: Only Biel-Tan is "depraved" enough to use, in essence, a minor "Genesis Device" in battle.
I see. Still if any of the other Craftworlds were to use it I could see Iyanden doing so. From a fluff standpoint nothing is as abhorrent to the Eldar as grave robbing and Iyanden has to do that on a regular basis to survive. I don't think they would hesitate to use a Void Spinner on their enemies. In game terms (theory as I've yet to play a full game of E:A) wouldn't heavy artillery be a good thing for a slow moving army like Iyanden?
Of course I only press the point because I want to use one with my army!

On another matter, how do you gents pronounce Iyanden? eye-yen-den or ee-yawn-dun?
