I had initially discluded putting those special rules (free planetfall and support craft) in the rules thinking that NetEA would be up and running by now and everybody would have loosed the shackles of GW and were now using only the Handbook. That didn't happen. 
I still don't want them as part of the Dark Eldar rules, so what I did was I included them in Raiders under a separate and distinct section. It may sound a little awkward but when you see it I don't think you'll mind. One more week and you'll get an eyefull.
