It probably does not cause imbalance. But the question is whether or not the SC availability outside of Crisis is good for the list.

This is more the direction I feel.  I don't think it is imbalanced, but I really do think that the SC should be in a Crisis suit.  Having the SC in a Crisis suit is a very Tau thing to me.
