I do. I just think if you start removing TK weapons then perhaps MW are a substitute (ala Fusion gun HH)
Given the changes in 5th Ed 40k, the Railgun has certainly gotten more powerful there.  What about making the Railgun a Lance weapon?  I think it is reasonable from a background standpoint.  The Railgun certainly should have some armor piercing tendencies.  It would give the Tau some punch against RA units, w/o having to add a MW or TK unit.
Of course, then the Rail HH is even better than the Ion HH than it already is.  That
might be a good thing.  One of the struggles of the Tau list has always been to make the 2 HH variants equally viable.  To the extent I think that the Railgun is less effective than it should and the AT ability of the Ion get s exaggerated a bit.  All in an effort to make them equals.  In 40k , the Rail costs a few more points than Ion, so why not in Epic?
You could make the Ion the case choice and price the formation/upgrade off of them.  Then you can have an upgrade cost for Rails.  The cost could be per 3 HHs, to fit the FW packaging.  Of course this only works if we stop trying to make the 2 HH variants equal and just let the Rail be enough better to justify an upgrade cost.  I think Lance would do that.
Of course, it is just an idea and I am not even sure it is a good one. ÂÂ
