The SM scouts' CC4+ and Infiltrate and 1+ Initiative is a very powerful combination. I think this balances the PFs' superior shooting attacks quite nicely. Additionally, you forced the SM scouts to get the Sniper upgrade, which is generally not used by SM scouts.  

There's a rebuttal attempt at your comparison. Obviously, the SM scouts are not meant to be snipers first, but they have other strengths.

Not everyone 'twinks' there lists either. Look at the CSM development, no-one had actually tried the powergamed combo's by version 4 or something, and they were really bloody obvious (I mean, have you seen that 3BP tank thing?).

Yeah, my "cheezy" Black Legion extreme playtest list has three of those 3BP war engines... and three Feral Titans with evem more MW, ignore cover barrages:
