The +1/-1 that you are seeing is not to the number of attacks, but to the to-hit numbers for the titan. So, for a Reaver with a weapon head the CC value goes from a 3+ to a 4+ (making it harder to hit with CC attacks) while the FF goes from a 3+ to a 2+ (making it easier to hit with FF attacks). While the head may have very little bearing upon how well a titan performs in an assault, a weapon or close combat head would be representative of a titan that has been outfitted with a wide variety of small weapon blivets or extra cutting / chopping / grinding bits. If you are going to put a CC or weapon head on a titan you should also do further modifications to the miniature to show the further modifications.
