I've voted yes.

I.ve played with a plasma lord (two cannons and two destructors) a few times in the early list, and it always seemed hard to earn its keep.

Plasma weapons are very niche weapons.  A turbo laser of VMB can be turned on anything and works really well.

Plasma weapons need small to medium size formations and nothing better than a 5+RA to work well (and preferaBbly nothing worst than a 4+ save).

Any worst save and you are better off with more shots from the other weapons, any better save and MW just doesn't seem to cut it (for me a reduction of a 75% chance pass on a 4+RA to a 50% pass isn't that much).

Consider the vote passed, in the next version the Cannon will go up by 15cm.

Feel free to start playtesting it with that stat too.
