Attempting to pull a few ideas from the previous pots, perhaps allow the titan to select different targets with each weapon due to it's massive size and count all weapons that have not fired after the titan activates as being on over watch so the model isn't overwhelmed by opposing activations because it would only activate a single time like all other formations.
While the titan won't be the fastest or most maneuverable it definitely will be durable with plenty of range to make it viable and hold enough weapons to make an opponent wary of getting too close because even after it has activated it will pose a threat. It also keeps the mechanics untouched except for the addition of the targeting and over watch special rules. That means the only things that would need adjustment would be stats for it's armament, hits, void shields, and speed.
Well, it'd be simpler, at least.
If someone is concerned with the titan spreading blast markers to half the enemy army, one could even limit the splitting of fire so each arm could shoot at a different target, which doesn't have to be the same as the body. Or even simpler, just say it can split fire to a maximum of three targets, since the mega gargant is a bit harder to classify as arm/arm/torso or similar.
