So in anticipation of my Ordinatus showing up, I've been planning out a olist, which I have to say is difficult.
My biggest question is why the limit on only 1 Ordinatus in the list? Is it strictly due to the availability of the model?

It is because of availability in the background. Ordinati are very rare. Armageddon has only 4 and it is a major battlefield.
