My concern with the better AP instead of AA is that people will take it as extra dice to boost a BP weapon or gatling blaster AP shot making the AA part just gravy. 4+ AP turns into a 3+ AP on a sustain which seems a little good for an upgrade. Boosting the AA value instead eliminates this since AA only works with flak attacks. I'd rather see poor AA coverage translate more into fewer titans can take the upgrade rather than a poorer upgrade or a more ground oriented upgrade.

I'd be concerned about it if it were 25pts, but at 50pts, well you're getting into big gun territory there. That's the cost of a Laser Blaster or a Volcano Cannon there, not a wimpy little 2x AP4+ 30cm shots.

the difference though, as you mentioned, it doesn't take a weapons slot. It wasn't hard to build a list with the titans and equipment I wanted and still put the CML on all the battle titans. the 4+ ap makes it worthwhile to take just AP because it basically adds an extra hit to any AP rolls.

I think I'd rather see 50 points with better AA since changing that won't have an effect on the ground weapon balance, or limit the availability of the upgrade either through 0-2, 1 per 1500 points, warlords and empys only, or some such mechanism.

I think it's only a conundrum if you want it to be. It seems the guiding directive on the CML is make AMTL AA less accessible. To that end you've removed hydras and you want to make this upgrade a more difficult choice to take.

The constraints on cost seem to be keeping the upgrade in a multiple of 25. That means the next price for it has to be 50 points if it is increased. Doing that without changing the stats makes the upgrade something no one will take. Changing the AP/AT stats just shifts the direction of the choice but doesn't really affect the issue. Removing the ground stats and keeping the price really doesn't change the issue either since you need AA and the CML will still be the cheapest, most reliable option.

So if the price doubles, the AA needs to be better but doing that puts it out of line with other AA weapons and breaks your guiding directive.

If all the previous is true, the best route to keep limited AA capability and keep the cost with multiples of 25 would be to leave the current stats and price and limit the number of CML fielded by a hard number or prerequisite.

I voted for just AA as I always forget the ground shots.

I'd prefer the Carapace multi-laser to stay at 25 points but drop the stats to just 1 AA6+ 30cm to make taking them a less easier choice.

Looking at the background point of view, how would the carapace multilasers attack ground targets.
Being on the carapace would surely limit how far down they can be depressed, unless the titan bows to use them :p
