Any model over X points may split their fire amongst TWO enemy formations. Neither of these units get the 'free' blast marker for being fired upon.

Forces a choice. Split instead of overkilling one, or concentrating if you just need to kill/break the other.

Change "any model over X points" to "any WarEngine" and that sounds like a really good idea.

Just that in Tournament size games (3000pts) Battle Class titans are rarely seen. Granted it's difficult to squeeze in a Warlord titan and aircraft in a 3000pt list, but it can be done.

I think the reason it isn't is that most people would rather stick with something like a Leman Russ company. Those seem to make their points back more than a titan and in some respects are less vulnerable than a titan.

Another weakness of the titan is it is always the BTS objective. Would it throw off game balance so much to change that? Something like "only formations can be considered for the BTS goal"? (exception to this would be the AMTL army of course)

I'd say that's one of the biggest strengths of Battle class titans! One of the main reason to take one is to have a big, tough, shielded and hard to kill BTS goal.

In the UK Tournaments this year, I think titans have been seen in all tournaments. From memory, I think one or two Warlords have been fielded, though the Reaver has made a number of appearances because of the increased weapon ranges (and is now well balanced IMHO), and Warhounds are almost a no-brainer and thus prolific. Chaos BL have usually fielded Ferals and Death wheels, but nothing bigger, while Orks have fielded Gargants and Great Gargants along with Stompas etc.

Eldar Warlords, Phantoms and Revenants have all been fielded in about equal numbers. Note the Revenants are 'scout' class, but being fielded in pairs are almost inevitably the BTS.

As a side note here on 'scout' class titans, I believe that the Revenants were introduced as a pair because they were found to be too powerfull as singletons. However singlton 'scout' class titans are allowed in all other lists despite being equally powerfull, a discrepancy which really ought to be corrected by requiring them to be fielded in pairs (at least for Marines and BL)

I might add that one of the key strategies for an 850 point Titan is to double twice across the table to contest the two or three Take and Hold objectives placed near the centre-line of the table. In the right circumstances this can effectively deny '3' objectives from your opponent (They shall not pass; Defend the flag; BTS) and swing the game in your favour irrespective of how well the beast is actually shooting.

It is this aspect of the Titan that is important, especially when you consider 'mega' titans like the Imperator that are virtually impossible to destroy. However, the cost of the beast means that the rest of the army is likely to be much weaker (and hence vulnerable) and so the game can still be won if you manage to get the Blitz and Take & Hold objectives while avoiding losing your BTS.

So the point here is that while splitting fire is a possibility under particularly constrained circumstances, in practice it becomes less relevant when compared with the strategic game as a whole.
