When there's already an Adeptus Mechanicus list that can consist of up to 1/2 Titans, it seems a bit pointless to have a separate Titan list that still only allows 2/3. Enforcing a maximum of 2/3 Titans just makes the whole Titan Legions army rather redundant.

Like others, I would suggest amending the list structure and points rather than having a hard 2/3 limit, not least because these kind of limitations can be introduced with much more subtlty. Indeed you might consider going the other way entirely and introduce some sort of a limit to the number of 'non-titans' played.
