As per the standard core rules, firing MW and non-MW BP weapons together goes to the lowest common denominator.
So Firing the Hellstorm Cannon (10bp) and the Quake Cannon (3BP, Macro Weapon) gives you a straight 13bp.
There are only two BP weapons on the Imperator, so if your description of how many templates you get sounds off.
At long range (90cm) you get one Macro-Weaper template.
At shorter range (60cm) you get 3 templates, plus 3 extra blast markers.
You can choose to not fire the Hellstorm cannon if you like, granting you 3BP MW at any range from 0cm to 90cm.
Ah, I see, I got the ranges of the 2 weapons reversed (not when playing, just when recalling). Still, the interaction between the two guns doesn't feel right to me.
In the case of non-BP weapons, as the titan gets closer to its targets, the number of guns that can fire on target increases. The guns with the longer range never drop off the list of guns that can fire.
But, combining the hellstorm cannon with the Quake cannon doesn't change much (an extra BM, but that's not much of a trade for giving up the MW ability).
What if the hellstorm stats were changed to:
2BP MW 60cm
7BP 60cm
That way, you could combine the two weapons to give 2 MW templates, or 3 templates with extra BMs.
