On balance, I think that the AMTL should be allowed a Supreme Commander, but in this list I think the restriction should be that he must be placed "in the most expensive Chassis". This does allow the potential for two Reavers, one with the Legate, the other with bigger weapons as the BTS.

I wouldn't tie it to points values at all.
Just say he has to be in a Warlord* titan. If there are none available, he may be mounted in a Reaver.
*Or larger, if such things are in the list.
Edit. Or only allow the SC upgrade on a Warlord and be done with it...
