Hope noone minds me necromancing this thread.

I really have nothing to say about the list-balance yet, but I have a few comments on the units (or specifically the weapons).
My take is purely "historical". I dislike the way the titans have gone stat-wise in Apocalypse-40k so I generally disregard that as a source. ?

First of all, the Laser Blaster was never an Anti Tank-weapon. More like something in between a VMB and a Gatling Blaster. No armour penetration, but lots of shots at medium range.
Since that weapon is not in use in this list I don't mind reusing the name, though.
Apart from that I must state that I am against "multibarelling" the TLD.

The Plasma Cannon should hit about twice as much as the PBG and so should the Plasma Destructor, but the latter should be TK(1) as it used to allow no saves.
These never had the "Must Recharge" rule the PBG has, but had other more esoteric restrictors which may be strange in an E:A setting ?:p

The Melta Cannon was more of a fast shooting, short ranged MW, but here I like your take more. Melta in general is THE Anti Tank weapon in the 40k universe nowadays so some kind of TK-ability is fluffy (and that is my real motivator. ? ).
Most of all I would have liked to see it geting some kind of range-dependent damage like the Fusion Lance even though it had not back in the days.
Giving it an FF value is one of the defining properties of this weapon as I see it.

As for the VMB/GB/TLD I like the trinity of those. Minimalistic sollutions like that was one of the reasons I picked up E:A in the first place.

As for the CC-weapons, the situartion seems confused. :D
The power fists and claws seem to have been designed to kill titans in one blow (or rather "crush"), but you had to be a bit lucky to grab them. Titan killers, thus.
The chain fist was used to attack all types of opponents, so many MW attacks is about right.
The Laser Burner was actually a pure close combat weapon, described to focus its energy "a few meters away" and was great for cripling titans, but I like the idea of EX(+x) for it. I would restrict it to perhaps EA(+1) if at all in FF.

Enter the Carapace Multilasers. These were more of an autonomous Fire Fight weapon system, so my take would be (FF) EA(+x) with perhaps some kind of AA-attack.

I apologize in advance for having cited "Adeptus Titanicus", "Titan Legions" and "Space Marine"-sources as it suits my purpose. ?:;):

Great to see the titans having found themselves a new champion btw!
