Not quite sure what you are asking here. ?If you are asking for the reason that the sentences were included, the simple answer is that it is an intro to the paragraph briefly describing a Bio Titan.
It also clues you into the reason why bio titans can regenerate while mechanical titans cannot(barring shields).
The last sentence also gives you the idea that they are not mere multi-hit war engines.

I agree that they should have a high strategy rating. For some reason GW always gives them a low strategy rating (BFG, epic, 40K). True if you goon the offensive against the then they can be slow to react in an organised way. The problem is getting on the offensive against them when there is a sea of gauntii to swim though first.

I mean that all the other T1.XX sections are special rule sections and provide game mechanics information while section T1.40 actually provides no game information at all and is merely colour/flavour text, so I'm not sure why it's in the "TYRANID SPECIAL RULES" portion of the document.
