As with most armies and units I gave Imperators a good test run. Played them against all available armies and most combinations I could think of and i concluded the following:
1. You can easily win by ignoring it. The imperator is a huge chunk of points from your army, meaning little is left for the rest of the players army. Concentrate on everything that is NOT the Imperator. You will usually have such a numerical superiority over you opponent that you can wipe out most of his force or pin it down quickly. Once that happens, the Imperator becomes moot.
2. If you want to kill it, do it in close combat. The cheapest method are two reavers armed for close combat (close combat heads, fists, chain saw, laser burner, etc). Why reavers, they are fast, have them charge in using as much cover as possible as they come into the attack, try to run them in flanking, that way it can only bring to bear some, but not all weapons. Engage it quickly, the first reaver may get beat, but the second one with all the close combat weapons and close combat weapons will most assuredly get a punch in and if it is armed with a power fist it can go for maximum damage. Scratch one Imperator.
What to kill it by shooting? It CAN be done, but for some armies its easier than others. Eldar is probably the best with phantoms armed with pulse lasers (dual pulse lasers....) to strip shields and use the D-cannon or heat lance for the kill. Orks can do it too with their gutbuster ball round, but are usually to far to capitalize with their short ranged weapons, it can be done though.
I have found it to hardly be a game stopper or game winner. It takes getting used to, but once you do, you develop counter-tactics very fast and efficiently.
