Does a barrage have a penalty to hit a unit that is in a building, or similar cover?

Yes. Unless explicitly stated that a weapon ignores cover the cover modifiers apply to all ranged attacks.

Yes, that's what I was looking up in the rules ... it would make no sense otherwise ... standing cover is different that standing in the open. WWI-trench warfare, WWII-Stalingrad, etc., etc. ...

Hi!
When a barrage targets a building under netepic/SM2 you roll to hit the building as well as the units inside at the cover modifier for the structure. Thus 3 units inside a standard imperial building give's a -2 cover modifer to any infantry hidden within. Of course the modifier does not apply to the building itself.

Hi!
We added structural points back into netepic too, like AT and the "bail out save", which simulates infantry getting out in time before the building crushes you!

We did an SM1 - E40K mix ... the only way a building crashes is by Vortex. But it was fun adding those critical hit markers and rolling for the building going down !

I allways thought destroying buildings was too easy in SM anyway. Flushing infantry out of cover using heavy firepower alone is notoriously difficult. Look at some of the cityfights of history: The only way has usually been intense door to door fighting with heavy casualties as a result. Surely buildings are destroyable but it takes some highly specialized weaponry to do so. Vortex missiles and the equivalent is a good solution.

That's the way we saw it too. ?Good observation W/M. Of course once a structure is rubbled it still is good cover and concealment ... Monte Cassino, Stalingrad, Manila, Jerusalem, etc., etc. ?We still use rubble counters for those times when a building goes down ! As in SM1.

Hi!
Yes, netepic has weapons that "destroy" buildings, meaning they plumment on one failed save, but most weapons do it by a slow gradual process and even then infatry gets a chance to flee before it falls. Makes buildings tactically important once again.....
