The rules say: "The Manta may unload jumpcapable troops and skimmers while Airborne." As long as you unload troops with jumppacks or skimmers there is no problem as far as I know. If you WANT to land the rules say: "the Manta can transport a full fighting Cadre with support vehicles into battle and deploy them under heavy covering fire." I would say shoot shoot shoot.
