rules say, one cannot fire any other ranged weapons or move next turn after using the plasma destructor. Does this apply for cerberus AA as well? I am asking since it is considered independent from the titan and its orders.

At first sight, I'd say that even cerberus AA guns can not fire. The plasma destructor consume all warlord plasma power so no guns are able to fire due to lack of energy.

I agree with Scream.
The weapons of a titan are independent from each other. It means that AA weapons can snap fire without prevent the titan to later moving or firing the rest of its weapon normally. But AA weapons can snipe fire only if they can fire. If a weapon can't fire because it have been destroyed or because a plasma destructor have been use, it can't snap fire.

No other ranged weapons can fire that turn.  Carapace Multilasers and Cerberus AA guns are ranged weapons.  Pretty simple.
