I see that Chaos and Eldar do not have any special chars. Squats, Orcs & Imperial Guard have very few aswell...

Should we make a few? Adding of some flavour might be nice. Dont ya think?

There are rules for the Phoenix Lords further down after the main Special Characters section. Not sure if I like them though. Our token Eldar player hasn't seen them yet so I can't really comment.

Chaos characters would be awesome, agreed.

Here is the Captain Sycarius I've created for the 11th Epic-fr Competition (Creation of a special character)

Captain Sicarius

Picture is not that good, sorry for this.

Sicarius is the Captain of 2? UltraMarine company, when fielded, he replaces the standard company command stand.
Once per turn, Sicarius can change the order of one Ultramarine detachment closer than 15cm in a charge order.
To play Sicarius, you must field at least 3000 point of Ultramarine force and must choose 2nd Ultramarine company.

Unique Special Card
Name: Captain Sicarius
Contains: Captain Sicarius + transport Rhino
Break point: stand
Moral: -
Victory point: 2
Cost: 150

Characteristics
Name: Capitaine Sicarius
Move: 10cm
Armor: 5+ fixed armor save
CAF: +8
Weapons: Lighning Claws
Range: -
Attack Dice: -
To Hit: -
TSM: -
Special:Command, Elite, HQ, Inspirationnal, Combat Leader, Special (see description)

A friend of mine wanted to create Ahriman but did not manage to finish it...

Personally I don't use special characters, I feel that only  Primarchs and Eldar Avatars are worth extra rules at that scale :).
