Sorry, just had to reply to this.
Fistly what ever ed of 40k you decide to play is up to you. keeping it curent helps when talking to others\reading battle reports and using any new stuff etc.. But its not essential.
Sisters are a great army. sure the codex is old and you will have to work for your victory rather than expect your shiny new FOTM codex to hand it to you. But that just makes it all the sweeter when u mop up a brand spanking new BA army with your 5 year old dex.
Then there is the added bonus of not many folks have a sisters army, so you will always get some interest and an offer of a game when u tell them thats what you use.
They may not be ideal for a new player, as they are not quite as forgiving as marines and require a bit more thought, but they have many options available to them that truly suprise opponents when they face you. So really again it is up to your self.(or in this case your friend)
Also I cant not mention the modeling potential with a sisters army, its huge and practically begs the player to fully customise their own inquisitor and base the army round a theme.
As for not being able to get models, well I am very suprised to hear that. As GW keeps the full range on its website store and always has!!! (Yes I'm carefull enough to have checked before I posted).
1 shiny new sister with heavy bolter will set you back £8.
They even have a free postage offer this month so if you and friends need anything best order it all at once to claim offer.
Now I know how popular ebay is and yes it can be cheaper as not every1 has a bottomless hole in place of a wallet, but i'm sure if you have been looking for quite some time, then it may be worth splashing out.
