Basically, Venerable Strike Vessels, like VBBs are ancient vessels employed by the SMs to fulfil the role of Strike Crusers. These tend to be ancient Imperial Hulls fitted with appropriate drop pod launch mechanisms, but otherwise crewed similar to normal SM Starships in function, upkeep and maintenance and crew standards.
So, I propose:
For every 3 Strike Cruisers 1 VSV
Ships that can be a VSV: Vengence Class Variant Grand Cruisers
+10pts Without launch bays
+20pts With launch bays.
Gain full SM rules(torps become boarding torps LB strength halved but use only THawks, Lances exchanged for BCs?)
This allows the rules to be modified say for Space Wolf Fleets, where they are allowed a wider access to starships(lighter cruisers etc), and for Salamanders it can be 'any' up to a maximum of 5(ie no need to have SCs first).
For most other fleets though, it just makes sense that they may have some 'ancient' strike cruisers from the Heresy era, or ones that they picked up over time.

Are they allowed access to the Executor? 3:1 is too little I think. Even if the SW do use IN ships, I don't think they will be that abundant.

Since they're venerable, I'm inclined to say everything...but the Executor...it doesn't feel right.
Perhaps, as a note, we say that as a show of faith during the issuing of the Codex Astartes they were all 'turned in' to other forces of the Imperium?

Yes allowing the Executor doesn't feel right. Also having them in abundance. I think they should be the same with the VBB. 0-1 with an additional +1 for the SW. But the SCs must take precedence. So must have full 1000 points worth of SM ships before one can use them. Hellbore had ideas of heavy SC in my Space Wolf thread.
