Intilzan
    The Intilzan are a peaceful species from Segmentum Pacificus, and maintain far reaching relations with several Eldar craftworlds and even the Tau.  Posessing quadrupedal lower bodies and humanoid torsos, they resemble Centaurs of ancient Earth mythos.  They feature bluish-grey skin over their entire bodies and three eyes, however, so their body structure is the end of the likeness with those creatures of the Terran legends.
    The Intilzan utilize small, frigate scale vessels almost solely, not needing any larger ships of war.  The Intilzan are natural space pilots and ship captains, their vessels commanded flawlessly as they patrol their trade routes and explore their territories.  Intilzan ships have been known to effortlessly perform maneuvers that put incredible strain on the vessels of other races.  Had they any desire for conquest, they would clearly be a force to be reckoned with.

Notes
Special Orders: The power and control systems of Intilzan vessels are highly advanced and streamlined, allowing their ships to perform amazing maneuvers with little loss of power or combat effectiveness.  Whenever a Intilzan squadron goes on a special order, the order?s drawback is ignored (i.e. an Intilzan squadron goes All Ahead Full and moves an extra 4D6 cm, but may still turn and fire its weapons at full effect).  If an Intilzan vessel is already on a special order, it may not attempt to Brace For Impact.

[Notes: I ended up making the model first for this one, simply the "man-catcher" bit from a 40k dark eldar raider mounted on a flying stand.  I'll post pics when I can get a camera.  They look very sleek, so I wanted something simple but cool for their rules.]

If a ship BFI's does it half its weapons strength?

The points seem alright for what they can do.

IDEA: What if when they 'fail' a command check (except BFI) they go on the special order anyway but suffer the normal draw backs? (this wouldn't count as a failed command check so you could still test for other ships....)

BFI wouldn't halve weapons, hence the limitation on when you can use it. (Don't want a ship to Brace while locked-on a get to re-roll every single thing).

Your idea is pretty good, though I don't want to break the rules too much.  I'll tuck it away though. ;)

It doesn't really go with the fluff, but rules-wise it seems fine.
