So, what stats should I apply?
armour: 5+
speed: 20cm
turrets: 2
shields: 2
hits: 4
dorsal battery - 3 - 45cm - LFR
port battery - 1 - 30cm - L
starboard battery - 1 - 30cm - R
point costs: 115pts
For WOT/RPG I would include transport room and such. ?

Ha, well it IS a Chaos lance turret.
Better to swap it to batteries?

Well...ok, not having read the article, I will say if you plan to use it as a Q-ship, then give it the lance. If it's a regular merchie, make it into a WB.
