Just confirming, but my understanding from reading the rules is that a ship can fire on multiple targets in one Shooting phase. Is that correct?

Specifically, if you have a target in all three forward arcs, can you fire the weapons in each arc at that arc's target independantly?

I assume you mean that say you have a target in the starboard arc and a target in the port arc then yes the ship can fire at both without any penalty.  Any weapons that can fire into multiple fire arcs must declare which arc those weapons fire into.  

For example an IN Armageddon class Battlecruiser which has 6 WB and 2 Lances on each broadside and 2 dorsal lances that can fire Left, Front and Right having an enemy cruiser on each side fires 6 WB and 2 lances at each ship and then one of the targets gets an additional 2 lances.  Note that target priority will have effect on weapons that fire in multiple quadrants.

Your dorsal lances on the Armageddon can fire either L/F/R. That means that a target at L on 15cm does not have priority at a target at 30cm in your R arc.

You can fire your batteries from a Lunar at target A and your lances at target B if you pass a Ld check.

If a target is surrounded by blastmarkers you may ignore that ship for target priority... (heck...need to read...).

If a target is on the line of your Left and Front arc you must choose in which arc it is. If it is in the Front arc weapons which can only fire Left cannot fire at it, etc.
