If I am not wrong, that is from GW Helsinki. I am not sure do they still have it on the roof ( I seldom go there, because of my hate/hate/little love relationship with GW).

EDIT: That is definedly from Finland, there reads "Opi pelaamaan ilmaiseksi" on that sign, that is "learn to play for free".
