Just a left field suggestion : If the concern is that you very rarely see upgrades (which i agree is a concern) particularly in armies with big lumpy companies (eg guard) could it be solved by amending the lists themselves instead? Would it work for the army lists to have more options to swap units...

With strategy of 5 a the cegorach doesn't look much of a conundrum for the harly player just stick it down where you're about to attack, win startegy roll and then attack (and daze opponent with list of special rules). Sure if you lose the strategy roll there may be some dilemma for opponent but the...

RAW
1) they keep the cover save (defenders get cover saves, countercharge does not change this)
2) they don't get a cover save (attackers don't get cover saves, such formations are treated as attackers)

I loved all three versions (never played 1st). But each seemed flawed to me, showing typical lack of competitive play testing by GW. Don't think of them as harlequins they're the eldarecronators - those that have seen them and lived to tell the tale say they looked like SM plastic guardians painted in bright garish colours

Does anyone (apart from Elsmore) actually have a harlequin army, or intend to make one i.e. not just use counts as? Just curious. I've got three plastic stands of original harlies.
