Seer councils are an Ulthwe thing since they have so many seers (IIRC).  Also, I don't think it's likely for anyone to take multiple seer councils, and chances are they will normally be taken after an admiral is anyways, unless they prove excessively powerful. IMO decent ghostships and Spiritse...

No ship can get vampires and boarding torpedoes (except maybe the Flame?).  I'd saya mandatory +15 upgrade for aspect warriors and A-boats/boarding torps.
