No, the scale of vehicles does not matter that much and there's already some huge variation out there. The difference you show here would be fine for balanced game play, you see such differences in the models used between armies at UK tournaments.

As Dave says, never been an official model of the epic decimator SHT (FW later released a 40k walker with the same name, but it's a different unit).
