I will start off with some of my views:
Space Marines - NetEA better
Slaanesh - NetEA better
Speed Freaks - Epic UK better
Krieg - Epic UK better
What about other lists?
Apart from those already named(and I totally agree on NetEA Emperors children being a lot of fun) I'd say:
NetEA
Salamanders: Fun, balanced approved list that hasn't even made it into Epic UK. Be so easy to port it over.
Sisters of Battle. Already a bit Black Legion but weaker, they didn't need to lose the characterful WE's on going over to Epic UK.
Epic UK:
Speed freaks. Do the NetEA ones really need 1000pts of Air support? Really?
Squats. Very fun to play, lots of different builds all viable. Despite initial concerns myself, Tim and Steve haven't had better results using them over other lists. NetEA version seems to suffer too many different opinions to ever get approved!
Also, are we talking about NetEA Developmental or just approved?
NetEA Developmental - All kinds of crazy stuff.
NetEA: Approved - generally fine with just the odd outlier(Krieg)
Whilst Epic UK lists can generally be trusted not to be overpowered, I feel sometimes they go a bit harsh with varient lists.
i.e Sisters of Battle, Red Corsairs, Space Wolves, Skittari, all of whom feel like slightly weaker versions of already existing lists. I think the UK tournament scene might benefit from more variety if more risks were taken with some of the newer lists, rather than toning them down too much out of concerns about them being broken. (Which as noted in this thread, can be based a lot more on player skill and skewed results in any case.)
