Then I guess it depends on whether you would want to send him a second chance offer based on his highest bid if the eventual winner had not bid at all.... or just relist!

His max bid was very high, and I understand why he didn't want to make use of it. And I didn't know how to lower it, if that's even possible, never having used Second Chance Offer before.

I pm'ed him, but he didn't get back to me until the relisting. Otherwise, we would have worked something out, and I would have gotten my money back several times over
