The thing is that most other veteran units are kind of impressive (with the Word Bearers the obvious exception). Wolf Packs...aren't.

Are they, though? It seems inconclusive in the current material, and if I bring back the Ironwing I might as well just have the Deathwing.
By Deathwing I really mean I'll be using the Deathwing statline - they won't necessarily be Deathwing.

The basic structure will be borrowed from the Black Legion list. There will be three core companies - Tacticals, Bikes, and Armoured. Elites are one per Company, Support is two per company. Support is mostly small to medium formations with little or no possibility for upgrades. Elites is small formations with the potential to get bigger (in some cases). And the core companies are medium and can get downright huge. Mixture of units is very possible (I've always found the lack of that in the Codex list odd, and the Heresy list gives license to do it).

Well, the intent is that you only have to keep track of one at a time, since you can only be one legion at a time (and there is a special rule to make sure of that).
