Games Workshop or Ebay are the best places to get real Epic miniatures. The expense is a relative thing. You can find some nice deals on Ebay. No third party supplier provides Epic bases with their infantry miniatures. Some of the armor and aircraft from third party suppliers varies a bit outside of Epic scale norm also.
Since you are making buildings an important measurement you should keep in mind is the base size the infantry is generally placed on. There are two base sizes in general use: 40mm x 20mm and 20mm x 20mm. It would be nice, in your future projects, if the surface area on a 'roof' or top of 'fortification' kept the base sizes in mind. Alot of players like to place the infantry on the roofs and other ledges.
When based on a Games Workshop base the distance from the bottom to eye level on an infantry figure as about 8mm.
Just to give you a rough idea of sizes: a Games workshop 'flyer' base is 32mm in diameter. A 'new style' Space Marine Landraider tank is 35.5 mm
