I play assault forces so they hit back pretty hard if you are in close proximity. I am not saying that they are game winners, but they do take the rules to an area that would otherwise have restrictions.
We have been through all this before. All I can speak of is from my own experience (rather than theory) using the tactic and having it used against me (20+ World Eater games, and a few Emperor's Children games).
If using them in that way hasn't failed yet for you then well done.
I'm not saying using scouts makes it is easy to stop, it often fails and usually theres nothing in position to attempt it , but it makes the fearless troops have to pass a 4+ or 5+ rally test (depending on the army they are from).
It then forces the opponent (if they rally) to either deal with the scouts first or assault them and risk rolling a 1 or 2 (again depending on the army) and failing their activation and having to move out of ZoC's (also don't forget some armies have scout skimmers,some even get commissars so CC specialists don't always get things there own way).
I've found it is sometimes worth the risk of losing the scouts when my other formations can go on and win the game.
I too am speaking from experience not theory.
Multiple units of fearless troops have been around since Eldar were released (wraithgaurd and wraithlords) so Cult Chaos forces doing this is nothing new, they just have more in an army.
Also if you want to count games played as a measure of validity then I've got 6 -7 years ,until late 2009, playing most Mondays (6000 point games,12000 points on bank holidays),most Thursdays (2 to 3 GT scenario games), almost all school summer holiday evenings playing minigeddon 1000-1500 sometimes up to 6 games in an evening (I think the most was 9) as well as self playtest games usually before tournaments, oh and lets not forget tournaments.
Since late 2009 I'm now down to just playing 2 games on Thursdays, A few small games once a month against my son and self playtesting before tournaments, tournaments too.
Is that enough gaming experience to validate my view
