It's following a general trend Alansa. Score it our of say 25 but everyone gets at least 20 for meeting the requirements a few get 22ish and one person 25. The idea is that painting is a real tie breaker not worth nearly another game win to the best painted.

Oh for sure! It's just that 0 points for painting kinda reads harsh. But I know what you mean. Certainly there are no armies these days that deserve less than the basic painting score.

Looking at the rules pack it was all done by players vote. Most votes 5, second most 3, third most 1. With everyone voting for their second favorite as a tie breaker.
