Not sure what you mean with that?

Rules such as Blood Rage or whatever others may have as well.

Stubborn is also there to represent the nature of the retinues as different to Marines and Black Legion.

Personally I like

1. the idea of Tzeentch Thousand Sons having Fearless and no March
2. Deathguard having Stubborn and better armour saves and no march (?)
3. Khorne having stubborn and better CC ability with low ability in shooting and removing BM

The only one I would query is Slaanesh. For them my guess would be perhaps Fearless with great FF ability and short range blast weapons. Being so hedonistic, I would probably say that they have no 'Leader' skill with their Characters (except for SC). Just an idea. I have not looked into it much further as I have been concentrating on the World Eater project.

Who knows, maybe one day I may give it a go....

With the initiative idea I outlined above then intention is that via one simple mechanic which is already in the game then stubborn and other special rules aren't necessary

Yeah, I understand that. Then the legions will be poor comparisons to their cousins found in the Black Legion list who are all Fearless.

I know as a player who is interested in playing the Chaos factions, I like more 'flavour' and 'fluff' to the lists. Otherwise I would just play Black Legion or Marines.  

I do understand where you are coming from as well however as indicated in your sig   :;):

They would be still be fearless - initiative 1 with the Bl, 1-2 with their legions. Representing, as well, the more organised crusading BLL rather than the scattered warring warbands of the legions when not gathered under Abaddon

I think it is an excellent idea. Neat, simple and what's more doesn't affect the BL list as they don't have independent cult formations.

Is this 'blocking' problem actually a problem that happens in games though?

Eldar could do this with 6 RA fearless units-WG+WL, if you remove fearless from everything except the troops ie cult marines, terminators and bikes,then you get down to equivalent numbers.

With only 6-8 units in an expensive formation I definitely wouldn't choose to try and block (and run and high risk to remain broken) except in the most desperate circumstances - an even then I can't see it would be that difficult to shift. All a player would need is to be prepared to shift them with 2 assaults.
