Therefore normally you will be rallying on a 4 - so you don't want to break, leave your formation guarding in place or on its objective - more often than not will be within 30cm of the enemy - so will be trying to rally on a 5 which is not something you want to be attemting too often esepcially if the unit is expensive, as fearless units should be.
This doesn't help with using fearless formations as blocking formations. Eg. put it between enemy and objective to prevent enemy from moving within 15cm. I still believe the most viable way is to split the formation into fearless and non-fearless sections. Fearless should be smaller percentage eg 25-40% of total units. Thus you have more fearless sure, but it's effect in turn 3 mucking much more limited.
Is this 'blocking' problem actually a problem that happens in games though?
Eldar could do this with 6 RA fearless units-WG+WL, if you remove fearless from everything except the troops ie cult marines, terminators and bikes,then you get down to equivalent numbers.
With only 6-8 units in an expensive formation I definitely wouldn't choose to try and block (and run and high risk to remain broken) except in the most desperate circumstances - an even then I can't see it would be that difficult to shift. All a player would need is to be prepared to shift them with 2 assaults.
