In earlier versions of the game I believe they also included the possibility for buildings to be turned into ruins on the third hit by artillery or tank fire - using 'ruin' counters. However, while this may be more realistic, it is also more complicated.
Barrage weapons (and some special weapons) used to have the ability to bring down buildings.
Buildings were allocated a save, and if they failed it, they collapsed into rubble, killing any stands within them.
Multiple hit buildings didn't come into existence until the rules for Titan Legions came out, as Jervis Johnson and Andy Chambers (remember him

?) felt that the larger buildings deserved to be able to take three or four hits before they were destroyed, so each hit destroyed one section of the building if it failed its save, rather than the entire structure.
I agree that this would be very difficult to replicate in the Epic Armageddon rules, so it's far better to stick to classifying buildings as being either intact or ruined in my opinion.
