That list would be a fine for a Legion that had only just gone over to Chaos. Either a legion that maybe only the upper ranks were aware that had succumbed to the lure of Chaos. Or where the legion maintains many of their old rituals , maybe with only small changes to the details.

Agreed. And of course there's nothing stopping you from using count-as rules for some weapons (a chaos tail could count as a Chainfist for example. As long as your chaos titan conversion ends up with 4 weapon hardpoints I don't see any particular issues with it)
As for heavier mutated legions and the original traitor titan legions: I may remember it wrong, but I think some fluff stated that the old Traitor Titan legions are now pretty much scattered and do not operate as a coherent force, but rather as smaller individual chaos titan "warbands". I could be wrong though.
It won't have much impact for your average E:A game, but it could raise some questions if you plan to assemble the entire Legio Mortis for example.
