Two ways of representing that the commanders keep the tech guard in order.

1) Give them leader.  In my Regulus list each techguard formation would have 2 or 3 tribunes, these helped them shed blast markers.

2) Give them ATSKNF as long as the tribune is alive.

Yeah there is quite a range in the souldrinkers books, and in Dark Adeptus as well.

Its fairly clear there are grades of cybernetic enhancement and independent personality depending on use and status. (just as with techpriests :) ). I believe Dark Adeptus makes this express

Yes the description of the Skitarii in Dark Adeptus seems quite radical:) The soldiers are all vat grown not naturally born. Some are lethally wounded veterans from the Imperial Guard which are lobotomised and held in hibernation until bionic parts are available.
Dead "flesh units" are recycelt to become food paste and the bionic parts of them are re-used to equip new Skitarii. Even during battle the corpses are collected and half finished vats will be woken up and made battle ready.

If I had to hypothesis a reason for the vast differences between Dark Apostle and Souldrinkers Id guess that garrison units have less augmentation and offensive units have more. More augmentation is, after all, BETTER in the AM mindset, so the lobotomised servitors would probably be regarded as more elite!

Furthermore the types of things that the techguard get up to in soul drinkers are all, basically, police actions.

The thing I can spot against that theory is the choice of non-lobotomised techguard as elite body guard units in Souldrinkers and also in Dark Adeptus - but perhaps this is a result of a requirement of free thought in special operations?

I reckon their enhanced nature is already well represented by their 5+ armour save... being able to take the odd Deathstrike Missile on the head in addition to that would be a little OTT for my taste. :)

Skitarii changed their weapon from Autocannons to Heavy Bolters (This affects the AMTL Skitarii too).

Allowed tank companies to take SHT command tanks.
Allowed Demolishers as an Upgrade
Deleted the Fire Support unit
Ordinatus Minoris restricted to battle-titan weapons
Moved several support formations to become core formations
