The big difference is that a non-
fearless formation attempting this can, potentially, be wiped out by losing a clipping assault, completely removing them from contention.
I'm fully aware that fearless units are much much harder to wipe out.
But here I'm referring more to third/fourth turn where activations are scarse and it does not matter if the enemy can wipe you out - they still have to spend an activation for that. It is very often seen situation that an army has say 3 activations left which can actually reach objectives and there is 3 objectives to take. By moving ANY retreating unit on the way is very often the needed trick. A sacrifice, yes, but very common.
I have seen this in almost every epic battle in one form or another.
