Hmmm ? The point rpr is making is that, because the ZOC of the nearest unit is not negated by the first vehicle, it is still a "target" for the remaining vehicles, which must therefore move towards it (assuming it is the nearest enemy unit, and they are all in it's ZOC).
Personally, I think this situation is going to be very rare because of the various factors that have to occur together; Scouts, in or beyond impassable terrain with several enemy vehicles in their ZOC. However, having said that, it is not impossible, and indeed using scouts in this way is a recognised strategy for countering Titans.
IMHO it should be played as outlined by rpr even though it seems wrong, but this may actually favour the vehicles!
In these circumstances, the vehicles must either assault the scouts or make a move out of their ZOC. Assuming they decide to assault the scouts, then any vehicle already in a ZOC must move towards the nearest enemy unit, even if they cannot reach it, and thus you would get several vehicles converging upon a single scout. Where several units start off in a ZOC all these units must try to get into B-B even if the first vehicle was able to touch the nearest scout thus negating its ZOC (this just allows the other vehicles to bypass that particular scout if desired). Note that vehicles which do not start in an enemy ZOC may move freely provided that they retain coherency at the end of the move.
In practice, this actually favours the vehicles because the impassable terrain prevents them from getting into B-B contact (which they must otherwise attempt to do), as their CC values are usually inferior to their FF values, and so in the subsequent assault resolution, I would expect the scouts to lose (all other factors being equal).
