Hmm how does AA work in real-live?
Machinegun style: Hurl tons of projectiles far far away into the air and hope to hit something.
Advantage: High mobility. Usually this guns are light enough to rotate at very high speed.
Disadvatage: usually reliant on the naked eye aiming and dexterity of the gunner.

Artillery style: Hurl a grenade far far away into the air let it burst at a certain altitude and hope to hit a flyer with hundreds of sharts.
Advantage: can possibly hit sveral flyers with one shot
Disadvantage: has to know the altitude of the flyer to be effective, slow rate of fire.

Missile style: shoot a missile into the air and hit the flyer directly.
Advantage: one shot one hit.
Disadvantage: very slow rate of fire.

All have something incommon: a very high range. This makes them very effective against ground targets. Expecially the machinegun-style is an infantry and light vehicle killer (eg: German WW2 Wirbelwind Flakpanzer)and the artilery-style is very effective against tanks (eg: German WW2 88 Flak).
Missile-style is usually AA only so far i know.

I was also thinking that perhaps we can leave ground based AA with a longer overall range but make it more difficult to hit aircraft than it is to hit a ground target.

Seems to be in fitting with how many rounds a ground based system typically throws at an air target to attempt to take it down.

Hmm but AA usually uses the AT to-hit value already which is worse than the AP to-hit value.
Unless you want something like AA7+

No a twin Hydra Autocannon is 45cm AP4+/AT5+/AA5+
A Hydra Autocannon is 45cm AP5+/AT6+/AA6+

I guess a regular Autocannon under these ideas would be 45cm AP5+/AT6+ And 30cm AA6+

Sorry, since a non-twin Hydra autocannon doesn't actually exist in the game, or in 40k (Every single incidence of a 'long' autocannon is a twin weapon, IIRC), I assumed you were talking about the twin version...

Regular Autocannons should not be AA-capable. :)

There are few cases where that would be nessesary, but I don't think it's entirely out of the question.

Striktly speakeing ALL weapons are AA-capable. But unless mounted on a AA-mount you will hit nothing unless you roll very well :D
IIRC in Wh40k you hit flyers only on a 6 but with an AA mount you can use the regular to-hit value dictated by the BS of the gunner.
Even the Sabre Platform has to pay points tobe equipped with an AA mount.

On a side note: FW gives the following stats for the Hydras guns:

Long Barelled Auto-Cannon
Range: 12"-72" Strength: 7 AP: 4 Special: Heavy/2, AA Mount

And in the description it says the Hydra is armed with 2 x twin-linked Long-Barelled Autocannons

The interesting bit is the minimum range.

IRC in Wh40k you hit flyers only on a 6

Also, all 40k weapons have a -12" range pentalty when firing at aircraft.

12" would be 6,5cm in Epic.
