When comparing you should consider the obligatory flak for both formations. So 700 points for Russ, verses 875 for the hammerheads (really intergral markerlights are just too necessary). Maybe compare to a full AMHC and a support one (750)? Or a 'Russ equivalent - extra tanks, swordfish, network drones, drones, skyray (650).

But yes why not have Leader for 25 points?
