Because that's only your personal opinion of where a devotional bell would appear?
No, it's not my opinion one bit, it is based upon the miniature that GW released and prior rules from Adeptus Titanicus back in White Dwarf 133. ?Please feel free to check out this page from the 1991 GW Catalogue to see what the Devotional Bell looks like.
Titan Heads and Weapons
If you look at the Devotional Bell, right of center below the Chaos Titan Tails, you'll see that it is an arch with a bell hanging below the pinnacle of the arch. ?The peg at the left foot of the arch is inserted into one of the carapace weapon mounts (on the old plastic "Beetleback" Warlord) while the other foot covers the other carapce weapon mounting hole. ?Here is a picture of a Custodial Titan (complete with requisite Custodial Head) so that you see what they should look like.

The AMTL would be loathe to take the Custodial Titan with its Devotional Bell out for just any old battle, and they certainly would not loan it out to the IG or Space Marines to support them.

Yes and no. ?The Devotional Bell had rules done up for it for the first edition of Epic, Adeptus Titanicus. ?The races and the armies that we know of today in Epic (and WH40K) were not very fleshed out. ?So, "Yes," you could take the Devotional Bell for an "Imperial" army because there were no seperate Space Marine, Imperial Guard, and AMTL army lists as we know them today. ?It was a bit of a jumbled mess in my opinion...
When the second edition of Epic was released, Space Marine (and Titan Legions) there was a lot of movement on better defining a Space Marine -vs- an Imperial Guard -vs- a Tech Guard (AMTL) army, but not everything from the first edition of the game was carried over. ?Carapace Multi-lasers were poorly defined, the Custodial Head and the Devotional Bell were not transferred, and a lot of titan enhancements were not carried over due to changes in the rules. ?So, "No," you couldn't take the Devotional Bell with other armies because it was dropped from other editions of Epic.
If you look at the fluff (which I could not find online) for the Devotional Bell and the Custodial Head which are the defining elements of a "Custodial Titan" you realize that they are not common items to be taken lightly. ?The Custodial Head had a shrine to the Emperor and housed the psyker guardians (Custodes) of the shrine. ?The Devotional Bell was forged with "...rare Terran metals..." and annointed with a drop of the Emperor's blood.

I'm sorry, but your comment was such a huge contridiction of itself that I had to make fun of it.
The one-gun rules went in because it was allowed in the older Titan rules, after which development pretty much petered out (Check when the list was last updated in my .sig).
Funny, in the last 18-19 years of playing Epic I don't remember anything about being allowed to play one-weaponed titans. ?But then again I may have missed something. ?There were variants presented in Adeptus Titanicus that allowed you to play three-weaponed Warlords and two-weaponed Reavers, but those were made to allow scouting versions of the battle titans.
Are the rules perfectly balanced? No.
Is any game perfectly balanced? Not really, no, there's only ever the illusion of balance.
Are these rules more balanced than just importing the one-cost AMTL titans? Seemingly.
Does Jervis write in the FAQ in the rulebook that he'd like to see some house rules for constructing your own Titan Configurations for use with Imperial armies?
Yes he does.
As long as your rules stay house rules and don't become the standard for the AMTL I'll be happy.
